Bookmarks (also known as outline entries) should be applied to long PDFs to 
provide a hierarchical overview of the document to help aid navigation. 

WCAG guidelines do not specify how many pages are required to be classified as a 
long PDF. Because of this Silktide treats PDFs of 21 or more pages as long. 
This matches [Adobe Acrobat](https://helpx.adobe.com/acrobat/using/create-verify-pdf-accessibility.html?trackingid=KACNN#Bookmarks) 
interpretation.
